Nokia e71 standby screen

my phone is a nokia e71 china phone and i can't remove the shortcuts from the stand by screen.it's blocking my wallpaper.tried restoring factory settings but it didn't work.

There should be a problem with its software but if you are unable to restore the phone, please consider sending to the Repair Shop.
