What is compiler cl?

hi
i have vista 64 on my laptop.
i can't run my program because it has an error which says that the program need compiler cl.i have installed microsoft visual studio 2008 but the program does not run so.what should i do?do i need a win 32 operating system?
please some one help me.
also i dont know what is compiler cl?
if some body know please tell me.
