Actually can you post your information here so we can offer you more help. This usually happens because of virus infection.
Give this a try once you are booted with the black screen and mouse, press control+ alt + delete and select task manager. Under the processes tab see what is running, is explorer.exe running??
If not click File, New task and type in explorer and press enter this should boot up your background and Icons. Let me if this works and we will go from there.
