Its because you didn't install the drivers on your system after windows format,use link below and have the drivers:

Hi
You need to get all windows critical updates you should be able to connect to the internet with the ethernet cable You wont be able to connect with wirless until you install the drivers.
Once you are connected you need to download all the drivers for Presario V3000 from
http://h10025.www1.hp.com/ewfrf/wc/softwareCategory?lc=en&dlc=en&cc=us&product=1817059
Do this and all going well you should be back in business
