Sounds like your modem is not hanging-up or you are not terminating the session - hence the busy signal on the call back.
Verify this by picking up the phone headset - you should have a dial-tone if it's ready to answer the call back. One work-around is to pull the phone plug from the computer after you terminate the initial session and quickly re-plug it before you receive the call back.
