Problem with D- link modem /router and XP Pro

Hello,
I have an old D-link DSL 524T router that works fine with my old Mac
Recently recieved a Dell D630 with XP Pro. which I wan to connect to the net.
I cant set it up manually because the OS language is Dutch which I don't understand
So I've been trying using the Wizard set up and the CD rom that came with the router.
When I get to the point where it says insert the CD it runs up and then after about one cm of Blue line it tell's me that my modem is either not connected? not powered up etc.
The router is running 'cos its connected to my Mac. the Cable works 'cos if I change cables with the Mac it works... and lastly the two little lights next to the Ethernet IN plug on the Dell are lit
one fixed orange and one flashing orange. when I plug the cable in.... what am I doing wrong.
Been on this problem for over 5 days now and I still cant get the damn thing connected.
