No browsers (ie8=Chrome 6) will connect

My machine is a new laptop hp dv6 running WIN 7.
Currently it will not allow any browser to connect and load a page.
I can download and connect in safe mode. This is written on my older laptop on the home network.
After system restore I can connect normally, but this ability ends after maybe 20 minutes. Suggesting something begins to block connectivity at least in WIN 7.
CoincIdentally I am not able to uninstall Norton 2010 in any way, even with their removal tools.
Have tried netsh commands and winsock box ticked checks. These WERE ONLY ALLOWED IN SAFE MODE. But did not address the problem.
Have auto assign DNS.
Checked all I CAN THINK OF and all things so far suggested on forums.
Help appreciated
not sure if I have a virus that has not been detected.
Am running Defender.
Also Norton loads automatically. Cannot disable in Services.

You have to re-format your laptop. Note: Hp is not for rugged usage if u are looking for a computer for rugged usage i will advice u to buy a dell latitude c510/c610
