Unable to open WAP window

Hello, I tried opening the WAP window on my mobile, in Application, and it says please wait, but it again goes to the Applications section, before it used to come homepage, recent pages n all, but now it doesn't open only.
Could you please help me????
and how can i restart the mobile??

The problem is surely coming from wrong settings. Please contact your network provider for obtaing the right settings and hence get the activation guidelines too.
