It doesnt change th windows color

Hello, i have the windows 7 as my operating system. but my problem is, everytime i change my themes, the color of the windows dosnt change. What am i going to do? what driver or software do fit with my problem? thanks.

click right botton of you mouse on the desktop,choose personalize,then click "window color" on the bottom of the window.
choose the color you like at the end.
