On windows XP, gta iv the minimum ram requirements are 1.5GB ram, on vista/7 they are 2GB, maybe you dont have enough memory to make the game faster or its your processor, a quad core processor is recomended and the minimum are a dual core ,posting your configuration would help us to tell you why the game runs slow
