Speed always depends on the bandwidth that you have selected.
Since you have selected 256Kbps then the download speed will be around
32KBps. It keeps varying at 32KBps. Due to network bursting you may even get
above 32KBps.
But you can try "TCP Optimizer". Click on the below link and download it.
