Is your PC part of a domain?
is it likely you have a policy in place on the PC to disable the task manager?
if not, it sounds like your PC is infected.
i suggest you download https://www.malwarebytes.com/
and run this on your PC several times until it is clean and then run a scan using the antivirus software you have currently.
if not, you can download Microsoft Security Essentials for free at:
http://www.microsoft.com/en-gb/security_essentials/default.aspx
