Ok,
1. Click on the file extension on the hyperlink below to download the .zip file:
EXE.reg
2. Save the .zip file to your desktop.
3. Open the downloaded .zip file, then extract (drag and drop) the .reg file to the desktop.
4. Right click on the extracted .reg file and click on Merge.
5. If prompted, click on Run, Yes (UAC), Yes, and OK.
6. When done, you can delete the downloaded .zip and .reg files on the desktop if you like.
7. Log off and log on, or restart the computer to apply.
Good Luck

Let me say you a trick if you cant run .reg files too
Right click on your desktop-New-text document
Just open the text document and type
cmd.exe
Save it as .bat or .com extension on your desktop
Now you can find a .bat or .com file on your desktop.Right click on it select run as administrator
You can see a command prompt window.Just type this command
assoc.exe=exefile
assoc.reg=regfile
Try to open .exe files alteast you should able to run .reg files.
Now use the fix given before ,import it to registry and see if exe files work
