I'm sorry to dissapoint u dude, the answer is no, GTA IV demands configuration much higher.
well i'm using a dell vostro 1015 with 2.3ghz core 2 duo and 3 GB ram, even i can't play gta IV, this game demand external graphics cards, intel extreme chipsets arenot supported, ur graphics card is k, but u need to upgrade ur processor and ram, for that u'll need to upgrade ur motherboard

For an i5 processor and board u'll need something around 10000, excluding ram and other stuff, u'll have to check whether ur current graphics card is suitable for the motherboard.
