Wall paper only, no startup, no desktop.....Help please

Hello,
Shut down my dell laptop Windows 7 with a jump drive connected. When i restarted, the only thing that comes up is the wall paper. No startup, no icons, nothing. It comes up with start up repair automatically, but cant accomplish it. Cant access the safe mode, cant restore. It wont fix the problem with the windows reinstallation dvd either. Its almost like its stuck on another drive. I cant access the internet without the desktop to have it scanned online....Any suggestions would sure be appreciated??? Thanks
