Hi davefirm,
A little bit of clarification would help me find a resolution for your problem. Please reply with the System Model Number of your Dell Desktop. Also mention in your reply if you are using a Dell Monitor and Keyboard. From your post it is not clear as to which part of the computer is showing the signs of power. Is it the light on the monitor or on the system tower?
