IE 8 will not launch

Hello, However, Safari will launch but will not connect. I can launch both and connect to the internet in Safe Mode.

Programs such as MS-Word, that do not access the internet are fine.

Also, I'm not sure if this is related but I can't shut down Windows normally, I must power down.

Hi gedette,

Before we begin any troubleshooting it is requested that you run a thorough scan with an anti-virus on your computer and check if you find any infections. This type of problem happens mostly because of Virus/Spyware/Malware.
