Hello,
Try this 1
1) Temporary disable your Antivirus\Firewall and check if you are able to open it.
If the google chrome got opened then you need to add an exception in your
Antivirus \ Firewall application.
2) If the problem still exists then create a new browser user profile.
Since you are using a Windows 7, follow the below instructions
1) Copy the below line
%LOCALAPPDATA%\Google\Chrome\User Data\
2) Click on Start --> Right-click in the search bar and paste it --> Press Enter.
Now you can find a folder named "Default". Rename it to your desired name.
Example : Default_backup.
Now open "Google Chrome".
3) If the problem still exist then completely uninstall the "Google Chrome" and
install it. You can download the Offline Google Chrome installer from the below
