Try this 1
You need to configure such feature in your router. Some router will have a
feature to learn the MAC address and only those PC's or Laptops will be be
able to access the Internet. Some routers will also comes with bandwidth
control.
Go to your router's manufacture's website and download your router manual.
Look for the available features for your router. You can even find steps to
configure it in the manual itself.
