Acer power up problem

Hi,

I recently gave my mom a used Acer 360-UA381M desktop. The power button is intermittent, sometimes powers up, sometimes the light doesn't go on and the fan runs on high until you do a hard power down by holding in the button. Any idea what the actual problem is? The button itself? The power supply?

It could also be a motherboard problem.
