Monitor will not function when pc switched on

when i switch on my pc the monitor does not respond

So you either have a broken monitor or a broken PC.
So you test the monitor using another PC. After you have do that report back to us.

Playing games like every day, and on the screen appears fine line and things slow down in game,Then I just wait and i think everything will be restored, but no. I suddenly restart my computer and then screen appears with black fog, not bright fog but still samething i guess,and almost in the center of the screen is bright white stake from up to down not fat about 3cm. So i try everything beleave me..
And that is not all the problem. Another problem for the same reason, i cant use ANY of drivers.. When i install my video drivers everything is ok but when i try to boot my computer, computer starts then load load load and STOPS on the "Starting Windows" Screen(everytime i try to start computer after video drivers intallation this happened. And one day i try rewrite windows, after that my problems is solve, monitor starts work and everything was ok drivers install successful and everything... BUT after more that 10hours problem repeat.. :) So now am looking for help about 3 days and 2 night :D Please help me..

So maybe you can help me with this thing? Thank you.
