IE not opening

Hi guys
I just deleted a whole lot of stuff off my laptop, including Chrome, then ran a disk defrag. I now can't access IE at all, it won't even open.
How can I get online and try and download another browser which may work?

Try to copy a complete folder of Google chrome in programs of other computer using USB.and paste it in your laptop program files then you have a browser.
