What a great question. The Basic building block is XML, with each protocol building from there. The next subset would be HTML, the standard in which all browser "read" from. Learn HTML.
The answer to your second part, is VERY IMPORTANT, considering they are talking about V2V (vehicle to vehicle) communication, stuff like coords and speed, for colision detection. I am certain there is some sort of JAVA alreay embedded into your vehicle.
