I have reinstalled it. the problem is that the icons now appear as small blobs and I need to hover over each one to learn what it is. the reinstallation did not return it to it's original form.

I use IE and windows 7. I've used google toolbar from the very first time it was introduced so many years ago. I update it all the time as needed. It has disappeared in the past and I've reinstalled it with no problems. However, this time it has not been perfect as in the past. I am at a loss as to how to correct it.

Again, I suggest you uninstall the bar, delete all temp files and cookies and then reinstall.
IE frequently updates to make your browsing with msn, bing, etc and they are a pain.
Best of all, I suggest you download and Install Firefox (very friendly), then install you beloved Google toolbar, forget Internet Explorer.
Good luck
