System not getting on

Hello,

I have HP dx290mt cpu,while plug the powersupply to smps the cpu fans only running.i am not able to get display and power button also not blinking.i tried without RAM it will not make the Beap sound also..just guide me to solve this issue,wheather which its smps or motherboard issue...?

without beeps there is problem in your mobo..
but you have internal speakers there?.. if no speakers you didnt hear any beeps!!!!

I am not sure about that but,i have been tried with other RAM also.cpu fans only running,not able to get display.i not able able to identify system is ON or OFF condition..If i press the power button also no response and its LED also not bilking..Guide me to find the issue root causes...?
