Repair My Computer not an option on F8 screen

Hello,
The "repair my computer" is not an option on the F8 screen and I don't have a restore disk. It is a Dell Inspiron 1505 with Vista. Windows explorer doesn't work and I have a black screen. Even on an external monitor. I want to wipe it clean and start over.

Those old Vista computers required you to burn a recovery disk when the computer was new.
It doesn't look like Dell offers a replacement disk anymore for Vista.
