The HDMI port is turned off by default on most laptops. There is normally a PF key assigned to activate it. This key functions only when the correct Dell driver is installed. You should check the Dell support site to see if they have a Win 10 specific drivers for your laptop.
I assume this laptop uses in on-board Intel graphics solution so there may be an alternative way to activate the HDMI port using the Intel Icon in the control Panel.
