Speedtest says 4mbps but in reallity it's 600kbps

Hi,
I pay my internet provider for 6mbps of download speed, but the most I get while downloading is 600-650 kbps. So i had the idea of testing my internet with speedtest.org and it said I had 4.2mbps of download speed but that isn't true. So I called assistance of my Internet provider and they sent a guy who came to my house and tested my internet with a thing (I don't know what) and it also said 4mbps so he said it was okay and just left. I'm really desperate so please help me.

your download speed is dependent on two factors the line speed and the SERVER speed. It's clear that the server speed is your controlling factor.
