My computer is having a problem

Hi,
I have a decade old Intel Pentium 4 based computer. My brother used to play with that I think for a long time. He used to play games with high graphics such as need for speed hot pursuit. Then for a long time the computer was kept aside as he got a job now after a decade of the last startup, I started it a day before and found out that the computer turns on (not the display, only the motherboard) but no beeps no display........and the fan of the CPU oscillates.! Thanks means it spins for about 3 seconds then after a period of 5 seconds it will again oscillate. All other fans that is the fan of the PSU and the fan of the chasis cooler turns on. I know it a tricky problem as it is an outdated computer and the spare parts are not being sold. I tried a lot such as checked with another PSU etc..... .
Please help ASAP if possible! :-) Thanks ?

Try to clean your pc first, then adjust your power cable connectors to motherboard such as 24/20-pin and 4-pin , and the fan of the processor to the motherboard properly

I have done the cleaning and checked all the cable but still the same issue. Is it the processor causing the problem! Or the ram. I have exchanged the slots of the ram, earlier but still the same issue! I wonder if the motherboard has gone!

switch off the pc.
Try to remove CMOS battery
Reseat it again
Restart the pc.

Actually it doesn't have a CMOS battery. Today I looked at it and tried to again restart it by removing the motherboard and put it on another chasis. But still the same problem. I have heard somewhere that if the CPU is getting hot after 2 secs of starting with the CPU cooler removed, then its a good CPU. But in my case I removed the CPU cooler and placed my finger on it just to see whether it turns on, but it is still. The same temp neither hot nor cold. Is it the CPU which causes the problem.?

As you stated in your question you try another psu and still the issue persist therefore there may be problem lies with your motherboard that is not capable of getting required power to run the parts of the motherboard..

Did you see any bulged capacitor on the motherboard?
