Hi rk,
Are you able to see something on the screen or you can only hear the fans? Is this a desktop PC? If you can see at least the motherboard logo, try entering BIOS and search for your hard drive. If it is not listed there, there may be a hard drive issue.
If you cannot see anything, there may be a power supply issue or a motherboard problem. The fans are spinning, but the energy might not be enough to run all the components. You may need to consult a technician in order to verify which component is failing.
