Hello,
I have no idea what to do can someone please explain step by step. I am not good at fixing computers i know nothing much just how to turn them on, surf the web, do my work, and turn them off. Someone please help. Once this pops up on my screen it then says DELL then reparing and then the screen goes all black. It never gives me the option to press anything. I am using a Dell inspiron 15 3000 series.

It appears that your hard disk has failed.

It's possible to purchase a replacement hard disk, with Windows installed, from Dell. I suggest you call the Dell support phone number for more help.

Thank you. I have manufactur warranty plus a protection plan as well with office depot. By curiosity... does this mean all my files are lost??

With this type of error message the probability is great that your data is lost. A data recovery service might be able to recover it. But, the cost would be prohibitive, hundreds if not thousands of dollars.

Office Depot might try some software fix to the drive that might work in the short term. I would not trust the hard drive since this type of error is not supposed to happen at all.
