Issue with Date and Text in if formula

Hello,

I'm trying to write a function for a cell which refers to different descriptions in one column - where it only should combine some description and bring through one text if the record date is greater or equal to a specific date.

Example

Declaretion Start Date Last inv. Inventory Decl frm 18 Feb 2016
2016.02.17 2016.03.04 IMPAIRED 201503 Not Actioned
2016.02.18 PENDING DONATIO Not Actioned
2016.02.19 DECLARED Accepted
2016.05.13 REJECTED160115 Accepted


If the description in the Inventory column is "Rejected / Declared" and the date is after 2016.02.17 = the result in the Decl frm 18 Feb 2016 column should be "Accepted"
If the description in the Inventory column is anything else = the result should be "Not Actioned"
