Is it your router or your ISP's? Have your restarted it? Is there a cable between this wifi gateway and your ISP gateway?

I don't really understand the last question

is there an ethernet cable between the two devices? Or is this an ISP device?

I'm boarding, so the owner of the house has the modem at his side of the house. He runs Ethernet cable through the house and that's what I use to connect to the router

OK, so take a picture of the router and post it here. Try to get both devices into the picture please.

The internet light and the blinking power light nothing else

OK, so connect to that router with an ethernet cable, and pull an IP, post the COMPLETE IP config here please. IPCONFIG /ALL
