OK, so you changed the hard drive. In bios, does it see it? If not, then motherboard is bad, drive is bad (probably not as that would be two bad drives), or the sata cable isn't seated against the motherboard.
If the bios can't see it, then you can't load a new OS onto that new hard drive you installed! Unless, there is no Os on the new drive, in which case you will get the same error (as if it is bad!) What operating system is on the new drive?

If the USB ports are bad, then it sounds like the whole MB is flakey!
