It appears you had a malware infection and the "clean" process removed some infected files.
I found these instructions to repair the WerConCpl.dll error:
(( please note that with limited computer knowledge you should probably not attempt this))
Step 1: Manually Register Werconcpl.dll Using Microsoft Register Server
OpenStep 2: Repair Invalid Werconcpl.dll Registry Entries
OpenStep 3: Remove Werconcpl.dll from the Windows Recycle Bin
OpenStep 4: Conduct a Full Malware Scan of Your PC

OpenStep 8: Run Windows System File Checker ("sfc /scannow")
OpenStep 9: Install All Available Windows Updates
A more drastic solution is to back-up your files to an external drive and restore the PC to it's factory state.
