Format Cells Excell

Hello,
I would like to format a cell in excell to accept dd/mm/yyyy or just yyyy.
Excel 2007 using windows vista premium.

If not excel, I would like to do the same with access 2007, have the option to use dd/mmm/yyyyy or just yyyy.

Do you want restrict user to enter only in this format ? ?????

or you just wanna format the cell in date format ???????
