You can use a Conditional Formatting function.
Suppose your data: A1:C100
Select your data range A1:C100
Go to Conditional Format Menu
New Rule
Using Formula
1) Rule
Type --> $E1<>""
Choose --> Fill Color GREEN
OK
2) Rule
Type --> $E1=""
Choose --> Fill Color RED
OK
OK
