If the laptop is under warranty, contact the seller, because opening the PC will terminate warranty. Once the laptop has been cleaned, the fan should work smoothly and temperature should be normalized. If the issue persists, the fan may have been damaged or you may need to apply new thermal paste to the processor. You may need to discuss this with a technician.
