I'm not sure if it's email client issue or a Microsoft problem.
If it's Microsoft you should try to recover from account live:
https://login.live.com/en
If an email client issue, your should contact your email service provider.

I had Outlook 2007 for 10 years.
I had no problem until I am requested to change my password (several times)
I order to change my password I needed my old password.
I forgot my old password.
Now without a new password my outlook 2007 stop working, I can receive but I can't sent Emails.
