Hi,
Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store purchases, and make sure you've allowed the Installing Apps option.
If this doesn't work, try resetting the home screen layout by going to Settings > General > Reset > Reset Home Screen Layout.
