Task manager disabled by administrator

I am Frank Banda, and I have a problem with my pc, it says task manager has been disabled by your administrator and I have tried to boot in safe mode but it keeps looping.
If i hammer Ctrl Alt Del itgives the same message. could it be that explorer is corrupt and if so what is the solution? pliz some one help me
