My laptop shows icons that dont work

Hi everyone,
Please i need your help. My samsung laptop comes on but the start button dont work, the icons on the screen dont work. When i try to click on any icon it doesnt show any sign, even if i right click. Right now i cant access anything on my system and i cant even connect to the internet because i can see the icon but when i click on it i dont see any wifi network available. It is just totally blank. PLEASE HELP!!!

Try on safe mode with networking then tell me : https://ccm.net/faq/223-how-to-start-windows-computer-in-safe-mode
