Not charging battery

Hello,
I have an hp 2000...bought a new battery,replaced power port and power cord..it still will not charge the battery..it says it is plugged in and charging but it is not chargeing

Here are the some solutions :

Unplug for a few minutes, then try a different outlet
Examine the cord
Inspect the connection
Restart the computer, removing the battery in between
Let the computer cool down
Start up your laptop without a battery
Replace the charger.

I put a brand new charger on it..plus a new battery..plus put a new charging port...still saying its charging...but it isn't...I even updated the bios..and deleted the battery setting and scanned it to pick up the new battery...even put the battery in another HP and charged it to make sure the battery worked...is it possible to have a bad ground?
