PC Won't boot properly

So I swaped out my motherboard and CPU and everything seems to be working but i get no display from the graphics card that I know works. However my motherboard which is a Z270 ASrock Extreme 4, has its blue lights fade in and out repeatedly. I tried looking it up but can't find anything about it being an error. Case and CPU fans are all working. Reseated everything and cleared the CMOS.

Found that the CPU was badly bent on one side
