Can't turn off my pc, it restarts

Ok so the other day a storm shut down my pc and now I can't turn it off any more.

PC specs
970a ds3p
fx 8350
gtx 950 2gb
16GB ram 1866mhz

I've made a lot of research on this page and tried literally everything and nothing works. Yesterday I decided to remove all the hardware, placed it one by one and the pc was turning off untill I plugged my ram (the ram works perfectly and the mobo detects all the 16Gb at 1866mhz). So I am guessing that or is my ram or is my ram slots on the mobo.

It suggest that the power supply got a jolt during the storm.

You must take your machine to a repair shop.

I changed my power supply to a 750w 80plus bronce after the storm

Then have the motherboard checked.
