Toshiba windows 7 laptop won't boot up

Hello,
My Toshiba windows 7 laptop won't boot up. Goes to a black screen that says check cable insert boot disk but I don't have one. How can I by pass that or reboot without disk? I hvar tried to download but not really good at this stuff

Your hard disk has failed or its cable is disconnected. You will probably need to buy a new hard disk and a new copy of Windows. It's probably cheaper to buy a new computer.
