Pc doesn't go past logo screen

Hello, I have a compaq desktop that I recently put back together after sometime of not using it. Everytime I power it on it goes to the logo screen but just stays there. I have tried using my keyboard to try to get to the boot menu which it says I can press esc to get to but nothing happens when I press anything. Can someone please help me with this? I am clueless.

How many computers have you built?

Pulling parts out of a closet isn't how you start.

We can help, how old is the hardware?

This is my first pc. I believe the hardware is from 2009

Does any error get displayed? Or just a blank cursor?

No error or anything. It just shows a C as the logo as it should but doesn't do anything
