Lines on screen, never seen before

Hi.
I would like to ask if anyone have same problem with notebook LCD. At the bottom is one line 1cm wide without picrure. Only shadows from icons above. At the top is another small line. It looks like under this line is hide part screen. Mouse cursor disappear under line and show again above after little move up.
In the end everything looking as two screens above as. Do you think is this hardware graphic chip problem? Or Bios video driver? Or? I never seen anything like this.

Looks like early signs of screen failure.
