I can't turn on the delivery reports for text message in Android

Hello, My mobile is Android 6.0. I can't turn on the delivery reports for text messages only. I dunno what to do. Plz help me out. Even also the messages are not sent to the receiver also. Help me with this issue.

Who do you pay your bill to? Ask them, you are already paying for the support!
