Problems starting computer after installing n

Hello,
when i install new items on my computer for example skype or a webcam they will install perfectly but the next time i turn on my computer windows vista comes up with the bar with the green bits going through it and it wont go any further i have to unplug the computer and use system restore this only happens when i install something new. its a dell inspiron 530
please help

Hey there.. you should use the recovery CD for this problem! If you have the Vista DVDRom you can do a system repair!
